The Tri-County Regional Centre for Education (TCRCE) encompasses the three (3) Counties of Shelburne, Yarmouth, and Digby serving approximately 6100 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Tri-County Regional Centre for education
The Tri-County Regional Centre for Education (TCRCE) operates 22 schools serving approximately 6000 students and employing approximately 1000 teachers and support staff. The TCRCE includes Shelburne, Yarmouth, and Digby Counties, serving suburban and rural populations. The TCRCE works in partnership with the Department of Education and Early Childhood Development (EECD) to provide programming and services from pre-primary to grade 12.

The Director of Program and Student Services for TCRCE is the direct supervisor of the Family of Schools Supervisor, all Educational Coordinators and applicable Principals. The role oversees both the Programs and Student Services Departments in providing programs and services for students according to the Public School Program (PSP) and provincial policies.
The Director of Programs and Student Services is accountable for the effective leadership, strategic direction and budget management for the Programs and Student Services Departments. Working collaboratively with the senior leadership team, the Director of Programs and Student Services will demonstrate a strong commitment to System Improvement and TCRCE’s vision, mission and values.
Qualifications
- Valid Nova Scotia Teaching Certificate
- Membership (or eligible for membership) within PSAANS
- Masters Degree in Educational Leadership, Administration or equivalent
- Minimum five (5) years’ experience as a school-based leader (Principal is preferable)
- System-level leadership experience would be an asset

- Experience developing and implementing long-term vision and goals for system improvement.
- The ability to provide leadership in the collection, analysis and interpretation of data related to student achievement.

- Demonstrated competence and excellent skills in team building, written and oral communication, and relationship building to establish and maintain positive working relationships, both within the Regional Centre and with our educational partners
- Strong analytical abilities including the ability to develop policies, processes and guidelines which result in the implementation of effective practices.
- Successful experience with leading and managing change.
- Skill and experience in presentation, facilitation, and public participation processes.
- Demonstrated ability to be effective, responsive, and creative in a complex and fast-paced work environment.

- Experience with budget planning, preparation and tracking.
- The ability to provide support to the Regional Executive Director of Education to establish regional priorities which are reflected in plans for continuous school improvement.
- The ability to provide leadership to support principals in the teacher appraisal process.
- The ability to participate in budget planning and preparation relating to the delivery of PSP and specialized services.
- A strong understanding of issues relevant to TCRCE and the ability to use this knowledge in decision making.
- The ability to maintain and promote strict confidentiality for all matters deemed of a confidential nature.
- Ability to travel within the TCRCE and the Province.
Accountabilities
The Director of Programs and Student Services shall perform tasks as assigned by the Regional Executive Director of Education. These tasks may vary, from time to time, with the evolution of the organization and may include but not be limited to the following:
Senior Leadership and Educational Leadership Team
- Directly supervise the Family of Schools Supervisor, all Educational Coordinators and applicable Principals to provide ongoing support and leadership in resolving complex, provincial, regional and school based issues.
- Be an active and contributing member of the Senior Leadership Team, in all aspects of strategic planning and operation of the Centre.
- Provide leadership in the development, implementation and evaluation of policies in respect to educational programming and student services.
- Provide leadership in the delivery of the Public-School Program as well as maintain and evaluate the effectiveness of implementation.
- Monitor, assess, evaluate, and report on student progress at all levels.
- Work with school administrators on expectations for communication with parents and planned action to improve student achievement including short cycle assessment and response plans.
- Establish (with Regional Executive Director and Senior Leadership Team) priorities for the system improvement plan, as well as monitor, evaluate and update the plan.
- Support and ensure school-based administrators develop, monitor, evaluate and update student success plans.
- Provide leadership in the provision of devices and technological support to teaching and learning processes.
- Provide leadership in the provision of professional development opportunities for Regional and school-based education staff.
- Collaborate with all departments of the Centre to ensure student learning needs are addressed and comply with provincial guidelines through the yearly staffing processes.
- Support Human Resources Services in employment equity-related areas.
- Work closely with principals and assist them in the performing of their responsibilities.
- Lead instructional leadership with school based and regional staff to ensure Educational Leadership Standards are met and documented.
- Establish expectations of principals regarding teacher growth and evaluation in relation to the Nova Scotia Teaching Standards and Educational Leadership Growth and Appraisal Tool (working with Human Resources Services regarding this process).
- All other duties as assigned by the Regional Executive Director of Education.
Programs Department
- Coordinate and oversee the work done by the members of the Education and Student Services Team.
- Oversee the development and implementation of diagnostic tools for classroom assessment and for school-based student evaluation.
- Monitor instructional time allocations and recommend changes to maximize effective program delivery.
- Assist the Regional Executive Director with the performance appraisal/growth planning process for coordinators, consultants and school administrators.
- Collaborate with the Director of Human Resources regarding staff allocations for programs.
- Assist with the development of the Centre’s Business Plan and individual School Improvement Plans (SSP).
- Oversee program assessments, recommendations and projections as required by the Regional Executive Director and / or Department of Education.
Student Services Department
- Provide leadership in policies, guidelines, procedures and evaluations for appropriate services and programming for students with special needs.
- Develop guidelines for central and school-based allocation of staff and equipment resources for students with special needs.
- Oversee the Centre’s student transition planning process.
- Oversee the Centre’s school counselling services, intervention strategies, alternative programming, peaceful school initiatives and student discipline policy management.
- Liaise with outside agencies regarding services for students with special needs.
Other Duties
- Assist in the development of the Regional Centre’s policies and guidelines.
- Prepare budget recommendations and manage the budget allocated for Programs and Student Services.
- Attend, plan and lead Education Team meetings, Regional Centre meetings, and Department of Education meetings to provide information and clarify issues as required.
- Undertake other related duties as assigned by the Regional Executive Director.
- Establish increasingly effective communication links between the Programs and Student Services Department and schools.
- Work collaboratively with the Department of Education and Early Childhood Development.
