The Tri-County Regional Centre for Education (TCRCE) encompasses the three (3) Counties of Shelburne, Yarmouth, and Digby serving approximately 6100 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Position:                  Coordinator of Programs and French Second Language

 

Reports to:              Director, Programs and Student Services

 

Location:                  Harbour House (Central Office), Yarmouth NS

 

Reporting to the Director of Programs and Student Services, the Coordinator of Programs and French Second Language (FSL) provides leadership, coordination, and oversight of all system programs, including French Second Language programming, Youth Pathways, School Lunch and Pre-Primary across the Regional Centre.

 

Through aligned, collaborative, and relational leadership, the Coordinator works with school administrators, program staff, and external partners to ensure high-quality program implementation, professional learning, and continuous improvement. The role is responsible for the development, implementation, monitoring, and evaluation of programs to support student achievement, inclusion, and system priorities, while maintaining a specific leadership focus on the French Second Language program.

 

Qualifications

  • Valid Nova Scotia Teaching Certificate.
  • Master’s Degree in Education, Curriculum, Educational Leadership, or a related field (or an equivalent combination of education and experience).
  • Minimum five (5) years of successful teaching experience.
  • Demonstrated leadership experience at the school and/or system level.
  • Training and experience related to French Second Language teaching and learning.
  • Demonstrated ability to lead professional learning and support school improvement.
  • Strong organizational, communication, interpersonal, and problem-solving skills.
  • Ability to manage multiple priorities and work collaboratively across departments.
  • Strong data literacy and proficiency with technology.
  • Proficiency in both written and spoken French and English is required.

Key Accountabilities

System Program Leadership

  • Provide leadership and oversight for regional programs aligned with the Public School Program (PSP), Regional Improvement Plan, and Department of Education and Early Childhood Development priorities.
  • Plan, implement, monitor, and evaluate programs and services to meet the academic, social-emotional, and cultural needs of students.
  • Ensure programs are delivered through an inclusive, culturally responsive, and equity-focused lens.
  • Develop, review, and support the implementation of policies, procedures, and guidelines related to program delivery.
  • Oversight of programs including, but not limited to, Youth Pathways, School Lunch and Pre-Primary.

 

French Second Language (FSL) Leadership

  • Lead all aspects of French Second Language programming, including curriculum implementation, assessment, evaluation, and instructional support.
  • Coordinate FSL professional learning, regional implementation teams, and special initiatives.
  • Promote the expansion and sustainability of FSL programming with the goal of maximizing student achievement and increasing bilingualism.
  • Serve as the Regional Centre’s representative on provincial FSL committees and working groups.
  • Provide leadership and guidance to principals and teachers regarding FSL programming and instructional practice.

 

Professional Learning and Capacity Building

  • Coordinate and support regional and school-based professional learning aligned with program priorities.
  • Support school improvement planning through coaching, consultation, and data-informed decision-making.
  • Model effective leadership practices and support staff in continuous professional growth.

 

Supervision and Collaboration

  • Supervise and support assigned program staff, consultants, and coaches as applicable.
  • Collaborate with Human Resources on staffing, performance appraisal processes, succession planning, and professional growth plans.
  • Work collaboratively with other Coordinators, Directors, and departments to ensure coherence across programs and services.

 

Planning, Data, and Resource Management

  • Support evidence-based decision-making through the analysis and interpretation of student achievement and program data.
  • Assist with budget planning, resource allocation, and monitoring within assigned authority.
  • Monitor program effectiveness and recommend adjustments to improve outcomes and efficiency.

 

Communication and Relationships

  • Foster strong relationships with schools, families, community partners, advocacy groups, and post-secondary institutions.
  • Provide clear, timely communication related to programs and services.
  • Represent the Regional Centre on provincial, regional, or community committees as required.

 

Other Duties

  • Carry out other duties and initiatives as assigned by the Director of Programs and Student Services.

 

TERMS OF EMPLOYMENT:

This is a Public School Administrators Association of Nova Scotia (PSAANS) position. The salary for this role is Band 12 as outlined within the terms and conditions of employment in accordance with the Education Entities Non-Union Compensation Framework.
