The Tri-County Regional Centre for Education (TCRCE) encompasses the three (3) Counties of Shelburne, Yarmouth, and Digby serving approximately 6100 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Position: Consultant, Literacy Lead (P-12)
Reports to: Coordinator, Instruction and Assessment
Location: Harbour House (Central Office), Yarmouth NS
Reporting to the Coordinator of Instruction and Assessment, the Literacy Consultant Lead (P–12) provides system‑wide leadership and subject‑matter expertise in literacy instruction, assessment, and intervention across the Regional Centre.
The Consultant, Literacy Lead (P-12) is the regional specialist on evidence‑based literacy practices and supports schools through professional learning, coaching, data analysis, and collaborative problem solving. While the role provides leadership, guidance and influence to literacy-focused staff and initiatives, it does not include formal supervisory or performance‑ management authority.
Qualifications
- Valid Nova Scotia Teaching Certificate.
- Minimum five (5) years of successful teaching experience, preferably across multiple grade levels (P–12).
- Master’s degree in Education, preferably with a literacy concentration, or active enrollment in a master’s program with demonstrated progress; or an equivalent combination of education and experience as determined by the Region.
- Strong background in effective literacy instruction and assessment, including early and adolescent literacy.
- Demonstrated experience leading professional learning and supporting school improvement initiatives.
- Strong understanding of inclusive education, culturally responsive pedagogy, and evidence-informed practice.
- Demonstrated ability to analyze and apply literacy data to improve teaching and learning.
- Excellent communication, collaboration, and facilitation skills.
- Proficiency with instructional technologies and digital learning tools.
- Completion of, or enrollment in, the Nova Scotia Educational Leadership Consortium / Instructional Leadership Academy is considered an asset.

Key Accountabilities
Literacy Leadership and Expertise
- Serve as the Regional Centre’s lead expert in literacy (P–12), supporting alignment with provincial strategies, priorities, and evidence‑based practice.
- Lead the implementation and continuous improvement of literacy instruction and assessment across schools.
- Support the development, implementation, and monitoring of regional literacy initiatives and strategies within the Programs portfolio.
- Act as a key advisor to the Coordinator of Instruction and Assessment on literacy-related matters.
Professional Learning and Capacity Building
- Design, lead, and support professional learning related to literacy instruction, assessment, and intervention.
- Model effective literacy instructional practices and support teachers and school teams through coaching and mentoring.
- Support principals and school leadership teams with literacy planning and instructional decision‑making.
- Contribute to and support regional and school-based professional learning initiatives.
Data, Assessment, and Evidence-Informed Practice
- Support the use of assessment data to inform literacy instruction and intervention.
- Assist with the analysis, interpretation, and application of literacy data to improve student outcomes.
- Collaborate with the Coordinator of Instruction and Assessment to support coherence between instructional practice, assessment, and system data use.
- Support monitoring and evaluation of literacy initiatives to inform continuous improvement.
Collaboration and System Alignment
- Collaborate with other consultants, coordinators, and departments to ensure literacy is embedded within broader instructional and program initiatives.
- Work collaboratively with literacy-related coaches, staff and teams to support consistent practice.
- Participate in regional and provincial literacy-related meetings, committees, and working groups.
- Support culturally responsive and inclusive literacy practices across schools.
Leadership Without Supervision
- Provide functional leadership and expertise to literacy-focused staff and initiatives without assuming supervisory responsibility.
- Influence instructional practice and regional coherence through expertise, collaboration, and professional credibility.
