The Tri-County Regional Centre for Education encompasses the three counties of Shelburne, Yarmouth, and Digby serving 5757 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Reports to:              Coordinator of Finance, TCRCE

 

Employee Group:  Non-union

Salary Range for this position ranges (depending on qualifications and experience) is $65,000.00 to $72,000.00.

  The Manager of Finance is responsible for all the details of the TCRCE’s annual budget process, as well as the forecasting process and providing financial analysis.

Qualifications:

  • Bachelor of Commerce or Business Administration Degree or a recognized equivalent.
  • Completion of or current enrolment in a recognized accounting designation (CA, CMA or CGA.), would be considered an asset.
  • Proficient in the use and application of Microsoft Excel and other Microsoft Office software.
  • Experience using SAP software would be considered an asset.
  • Minimum of 3 years experience in a position having significant budget, financial analysis, and or accounting responsibilities.

Task Dimensions:

  • Manages the budget process for the Region, including:
    • Preparing and distributing budget development sheets for all Directors, Coordinators/Consultants, Managers, and any person who is responsible for any part of the budget.
    • Preparing the annual budget in its entirety for the Tri-County Regional Centre for Education. Responsibilities include, but are not limited to: initial budget draft, revisions, providing adequate supporting documentation throughout the budget process for the Senior Management Team, as well as preparing the final budget document for the Senior Management’s approval.
    • Preparing and calculating salary budgets based on retirements, enrolments, new positions, and employment deferrals to include benefit calculations.
    • Importing all versions of the approved budget into SAP.
    • Preparing budgets for all schools based on funding formulas.
    • Preparing and delivering budget presentations at Senior Management budget meetings as required.
    • Preparing and distributing budget information and account information to all Directors, Coordinators/Consultants, Managers, and any person who is responsible for any part of the budget.
    • Meeting with Budget Managers on a regular basis to monitor and discuss budgets, and provide guidance advice as required.
    • Arranging monthly meetings with each Coordinator/Consultant and other budget managers to discuss variance analysis and strategic plans to overcome discrepancies.
    • Preparing annual budget calendar.
    • Preparing and completing budget in accordance with annual budget calendar.
    • Performs financial analysis and administrative services as required. Including:
      • Monitoring expenditures of the Tri-County Regional Centre for Education budget versus actual on a monthly basis and reporting to various departments.
      • Preparing and balancing FTE reports.
      • Preparing monthly statements for schools and Budget Managers.
      • On occasion will be required to attend Principals meetings to discuss budget or finance-related topics.
      • Preparing budget forecast reports.
      • Performing ad hoc analyses as required on Regional Centre operations or financial issues.
      • Identifying ways the Regional Centre may operate more effectively and efficiently.
      • Preparing and posting month-end journal entries.
      • Assisting with the year-end audit as required, including preparation of worksheets and analysis of accounts.
  • Performs functions (as a backup) related to the procurement process such as:
    • Preparing purchase orders in SAP from purchase requisitions received.
    • Processing telephone service requests from schools and Regional office personnel.
  • Complies with the Occupational Health and Safety Act and Regulations.
  • Other related duties as assigned.
