The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

The Cape Breton-Victoria Regional Centre for Education (CBVRCE) is seeking a Director of Human Resources to provide strategic and operational leadership for all Human Resources and Labour Relations functions across the Centre. Reporting to the Regional Executive Director and serving on the Senior Management Team, the Director will lead recruitment and staffing, employee and labour relations, collective bargaining and contract administration, and the development of HR policies and practices. The successful candidate will oversee programs that support employee wellness, occupational health and safety, performance management, and professional learning and succession planning. This role is expected to ensure consistent, compliant, and service-focused HR delivery that advances the Centre’s goals and supports a diverse workforce.

Qualifications

  • Master’s degree in Human Resources, Business Administration (MBA), Industrial/Labour Relations, Law or equivalent.
  • Minimum 5 years of supervisory/management experience (preferably public sector).
  • Minimum 10 years Human Resource experience with proven depth in employee and labour relations.
  • Demonstrated labour relations capability in a multi-unionized environment, including collective bargaining strategy, negotiation, contract interpretation/administration, grievance handling, dispute resolution, and arbitration preparation.
  • Proven ability to communicate clearly and credibly with senior leaders, employees, and union partners to build alignment, manage complex issues, and drive timely, consistent execution in support of CBVRCE priorities.
  • Certified Human Resources Professional (CHRP) designation is an asset.
  • Experience in and understanding of the public education sector will be considered an asset.

DIRECTOR OF HUMAN RESOURCES

 

Key Competencies/Responsibilities

  1. The ability to provide leadership in the development, delivery and management of effective Human Resource Services such as staffing and recruitment, labour relations, employee relations, employment equity, occupational health and safety and professional and organizational development.
  2. The ability to provide leadership and advice to the Regional Executive Director, Senior Management Team to achieve the goals of the Centre.
  3. The ability to lead labour relations matters, negotiate, administer, monitor compliance, resolve disputes and manage relationships between unions and staff.
  4. The ability to lead and develop performance appraisal/growth planning processes.
  5. The ability to provide leadership to establish and evaluate employee health programs and supports.
  6. The ability to lead on matters relating to employee hiring, return to work, mediation, investigations, discipline and termination.
  7. The ability to establish and oversee effective centre-wide succession planning.
  8. Outstanding leadership skills with the ability to foster a team approach to problem-solving, innovative solutions and continual improvements.
  9. Outstanding communication skills both internally within the Department and externally to other departments of the Centre and third parties including all clients of the Human Resource Services Department.
  10. Analytical abilities including the ability to develop policies, processes and guidelines which result in the implementation of effective Human Resource practices.
  11. The ability to participate in budget planning and preparation as it relates to the delivery of Human Resource Services.
  12. An appreciation of the Centre’s philosophy of education and the manner in which that philosophy impacts on Human Resources issues.
  13. Strong interpersonal, oral and written communication skills.
  14. The ability to maintain, in strictest confidence, information received concerning confidential matters such as labour relations between the Centre and its unions, grievances, contract interpretation, contract negotiations, arbitration, legal issues, staffing & recruiting, performance management and other information deemed to be of a confidential nature.
  15. The ability to lead and support an effective Occupational Health & Safety (OHS) plan in compliance with OHS legislation.
  16. The ability to apply knowledge, experience and commitment in the areas of race relations, cross-cultural understanding, human rights and diversity.
  17. The desire and ability to engage in continuing education and professional development.

 

Specific Job Components

  1. Provide leadership in the development of policies in respect to Human Resources functions such as staffing and recruitment, labour relations, employee relations, employment equity, occupational health and safety and professional and organizational development.
  2. Oversee all staffing-related matters and work with all directors, regarding needs identification, allocation and establish standards, logistics, supports and approvals relating to such matters.
  3. Contribute to the development of overall strategic positions for the Cape Breton-Victoria Regional Centre for Education with regard to the collective bargaining process.
  4. Administration of the collective agreements including the resolution of grievances prior to arbitration.
  5. Provide instructions to legal counsel in regard to matters relating to the Human Resource Services Department.
  6. Oversee, support and evaluate effective employee health supports (i.e. benefits, pension, EAP, sick leave, etc).
  7. Lead and develop performance appraisal/growth planning process (i.e. systems, standards, monitoring, support, advice and coaching).
  8. Support the Centre’s professional development planning and development.
  9. Establish and support succession planning initiatives.
  10. Establish expectations regarding technology for the delivery of Human Resource Services.
  11. Oversee all staff related policies (i.e. Conflict of Interest, Attendance Management, Protection of Students, Progressive Discipline, Employment Equity).
  12. Effectively manage financial resources and participates in the preparation of the annual operating budget.
  13. Lead the development, implementation and monitoring of performance evaluation processes and procedures.
  14. Plan for professional development opportunities for staff.
  15. Participate as a member of Senior Staff.
  16. Liaise and participate as required on regional and provincial initiatives and partnerships.
  17. Other responsibilities as required.

 

Terms and conditions of employment as per Education Entities: Non-union Compensation Framework.
Position is rated in payband 15 ($132,021 - $165,026)
