The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

Qualifications

  • Professional Accounting designation of CPA (CGA, CMA, CA)
  • University degree with a major in Accounting or Finance
  • Five (5) years experience in Financial Management at the supervisory level
  • An equivalent combination of education and experience may be accepted
  • An understanding of the education sector would be an asset

Coordinator of Financial Services

Reporting to the Director of Finance, the Coordinator is responsible to administer and coordinate all aspects of the financial services for the Centre of Education. The Coordinator will assist the DOF with budget preparation, financial accounting and reporting, cash and investment management, and the provision of financial services to schools. He/she will recommend financial policies and procedures to enhance financial control systems, and ensure the efficient and effective use of the Centre for Education revenue and expenditures.

 

Key Responsibilities                                                                                                                                                  

  1. Supervision and direction of the staff of the Finance and Accounting Department.
  2. Development of the Regional Centre’s internal controls.  Monitoring of these controls and implementation of changes to processes as necessary to strengthen controls and efficiency.
  3. Preparation of year-end financial statements in consultation with the Director of Finance.
  4. Preparation of year–end working papers and liaison with the External Auditors for completion of the year-end external audit.
  5. Preparation of the annual salary report as required by the Public Sector Compensation Disclosure Act.
  6. Preparation of financial reports as required by the Director of Finance or DEECD.
  7. Advisement to the Director of Finance of staff and other requirements for the Finance and Accounting Department and participate in the selection of the same.
  8. Facilitation of interfacing with the program consultants in testing and installing new programs and program modifications for the Finance and Accounting computer operations.
  9. Administration of Centre for Education credit and purchase card program.
  10. Provision of training and access to financial information and services to individual school sites  and review of school accounts to determine compliance with Centre for Education policy.
  11. Provision of Professional Development to Administrative staff (Coordinators, Principals, Vice Principals, Secretaries, others) on financial matters as warranted.
  12. Creation and maintenance of Business Intelligence (BI) reports for all departments.
  13. Provision of BI support for all Centre of Education BI Users.
  14. Representation on regional and provincial committees as warranted.
  15. Performance of internal audits/reviews of Regional Centre operations as required.
  16. Management of cash flow where cash flow issues are present. 
  17. The Coordinator supports and participates in the performance appraisal process for all school Principals as a member of the performance appraisal team for the Centre.

Position is rated in payband 12 ($107,166 - $133,958)
