The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

Qualifications
- Professional Accounting Designation of Chartered Professional Accountant (CGA, CMA, CA)
- A university degree with a major in Accounting or Finance
- Minimum of five (5) years management experience, preferably in the public sector.
- Minimum of five (5) years working with Finance and Accounting with proven expertise in public sector accounting.
- Proven leadership abilities and organizational, interpersonal and decision-making skills

Key Responsibilities
- A demonstrated ability to apply extensive experience in the development and maintenance of operational and capital budgets and business plans
- The ability to link financial planning goals and objectives to the educational planning initiatives with the Centre for Education
- Strong analytical abilities and the capacity to develop policies, processes, and practices which result in the implementation of efficient and effective financial services
- Exceptional leadership skills including the ability to lead and develop an effective Financial Services Department
- An appreciation of the CBVRCE’s philosophy of education and the manners in which that philosophy impacts on financial services issues
- The ability to foster a team approach to problem-solving
- Outstanding communication skills both internally within the Centre for Education and externally to other departments and third parties including the consumer of services offered by the Centre for Education and other education stakeholders
- The ability to establish and maintain effective working relationships with the Department of Education and Early Childhood Development, external auditors, financial institutions and other agencies in order to maximize the Centre for Education’s effectiveness in financial matters
- The ability to apply general knowledge and understanding of labour relations issues as they relate to financial matters of the Centre for Education
- The ability to maintain, in strictest confidence, information received concerning confidential matters such as labour relations between the Cape Breton Victoria Regional School Centre for Education and its unions, grievances, contract interpretation, contract negotiations, arbitrations, legal issues, information pertaining to financial planning and budgets as well as other matters deemed to be of a confidential nature

Specific Job Components
- Establish effective communication links between the Department of Education and Early Childhood Development and the Cape Breton Victoria Regional School Centre for Education to support financial planning, budgeting and financial reporting strategies
- Lead the development and implementation of financial systems, including the implementation of software systems that allow efficient and effective management of financial resources
- Establish, communicate and monitor compliance with accepted financial standards and controls
- Ensure the development of effective and timely financial reports to provide senior staff and the Centre for Education with the ability to efficiently and effectively manage financial resources
- Coordinate and supervise the development of policies, procedures, and business practices with respect to accounting and payroll services, procurement, budgeting and other areas within the jurisdiction of Financial Services and recommendations to the Centre for Education with respect to the implementation of policies and procedures
- Establish support for schools in the management of school based funds
- Oversee the management of the Financial Services Department
- Assessment of and mitigation against insurance risk
- Oversee the administration of contracts for services provided by the Centre for Education
- Establish technology expectations and expertise related to Financial Services
- Participate in all meetings and activities of senior staff
- Evaluate or cause to evaluate the performance of Financial Services staff and identify professional development and performance measurement needs as required
- The provision of instructions to legal counsel in regard to matters within the area of jurisdiction of the Financial Services Department
- Other duties as assigned

Position is rated in payband 15 ($132,021 - $165,026)
