Position Title: Manager of Human Resources
Reports to: Director of Human Resources
Employee Group: Non-Union

Start/End Dates: Indefinite Term, effective immediately
Wages:

Band 8 (80% - $72,022 to 100% - $90,028)

Placement within the band is based on education and experience

Qualifications:
•    University degree with a concentration in human resources or equivalent combination of experience and qualifications
•    Payroll certification would be an asset
•    CPHR certification would be considered an asset
•    Knowledge and experience with payroll and benefits
•    Knowledge and experience of recruitment practices and procedures
•    Knowledge and experience with human resources information systems, especially SAP HR / Payroll

Task Dimensions:
To assume responsibility for the accurate entry and maintenance of all personnel information during the life cycle of the employee in SAP, with the assistance of other HR staff as required, for example:
o    Testing relevant configuration changes in SAP and acting as approver.
o    Maintaining position information in SAP.
o    Reconciling the Incumbent Detail Report for all positions, for Sept 30, Dec 31, Mar 31 and June 30 in each school year.
o    Preparing, testing and approving all configuration changes related to all Collective Agreements.
o    Answering all employee inquiries regarding pay and benefits as related to HR.  
o    Auditing HRIS systems to ensure data integrity.

 

Manages the documentation associated with employee benefits programs. For example:
o    Processing enrolment of new employees for benefit and pension plans
o    Advising pension carriers and payroll of retiring employees, coordinates submission of employee data necessary to calculate pension entitlements
o    Helping employees complete pension application forms and insurance benefit claim forms.
o    Processing the LTD claim forms that are submitted to Johnsons Inc
o    Running monthly reports to ensure compliance with pension plan text.
o    Running monthly reports of employees on leave and eligible for waiver according to pension plan and sending waivers.

 

Participates in recruitment for the region, for example:
o    Posting and advertising new, vacated and unfilled positions and preparing the recommendation for approval.
o    Sitting on interview panels as required.
o    Ensuring all schools and departmental staff stay within budgeted FTE allotments.
o    Confirming all intentions to return from leave or continue reduced assignments.
o    Preparing and/or reviewing recommendation reports, ensuring that all relevant information is provided.
o    Preparing, at request of the Director, an annual staffing report and other statistical reports as requested.
o    Organizing and participating in recruitment drives for casual employees.
o    Managing all onboarding activities for new hires.

 

Provides HR Administrative Services. For example:
o    Providing input to the Director on policies and procedures relating to human resources.
o    Preparing and distributing the NSTU term list, all seniority lists and the Employee New Hire reports as per the collective agreements.
o    Tracking probationary periods and term days for all staff.
o    Preparing, at request of the Director, statistical reports as requested.
o    Providing communications to employees concerning routine HR matters such as quota entitlements, qualifications, and processes.
o    Acting as liaison with payroll and benefits on business processes.

 

Assists the Director and Coordinators in matters of labour relations.  For example:
o    Assisting in preparation of negotiations proposals.
o    Acting as part of negotiations team, at the request of the Director.
o    Managing and administering professional development funds as required by the Director, as per the provisions of collective agreements.
o    Preparing monthly, annual and quarterly reports prescribed in collective agreements.
o    Participating in labour management committees as requested, taking minutes and performing follow up procedures as required.

 

Implements the attendance support program for all employee groups. For example:
o    Conducting weekly and monthly analysis on absence trends of employees.
o    Monitoring daily absences in EasyConnect and tracking paid leave allowances.
o    Supporting Principals/Supervisors/Managers in addressing absenteeism issues.
o    Participating in meetings to support employees in achieving regular attendance.
o    Increasing employee awareness of regional programs and supports for continuing attendance through facilitation of EFAP program, professional development, information sessions and educational workshops.

o    Coordinating supports and accommodations as required for intervention or early and safe return to work for all employees as required.

 

Participates in conferences, seminars and job-related projects.  For example:
o    Serving as Working Group Representative for SAP (HCM), with responsibility for prioritizing the HR needs of the SSRCE and acting as approver on such changes and proposals.
o    Working with Technology staff to implement on-line application processes and provide access to appropriate Human Resources documents (e.g. collective agreements and human resources policies).

 

•    Complies with Occupational Health and Safety Act and Regulations.

 

•    Performs other related duties as required.

 

 

 

BACKGROUND/SECURITY CHECKS:

The South Shore Regional Centre for Education requires all newly hired employees to provide a satisfactory Criminal Record / Vulnerable Sector Check and a Nova Scotia Child Abuse Register Check. We will accept checks completed within the last 3 months. 

 

Regional Office based positions require travel and candidates may be required to provide a valid driver's license.  Some school based positions also require travel and candidates may be required to provide a valid driver's license.
