The Tri-County Regional Centre for Education (TCRCE) encompasses the three (3) Counties of Shelburne, Yarmouth, and Digby serving approximately 6100 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Position: Coordinator of Student Transportation

The Coordinator of Student Transportation is responsible to ensure that the Regional Centre’s transportation system is in compliance with all regulatory agencies, to ensure there is an adequate supply of qualified bus drivers and substitutes, and that the permanent bus drivers are in-serviced & trained in accordance with the Centre’s policies and regulations of regulatory agencies.
Qualifications
- Minimum of seven (7) years related experience or in a management psoition;
- Ability to supervise staff in a professional manner;
- Post secondary education in business management or equivalent;
- Ability to work collaboratively with all staff and with the public;
- Time management skills;
- Self-starter with strong analytical and problem solving skills;
- Maintenance planning and job estimating abilities as it relates to transportation;
- Considerable experience in coordinating and scheduling;
- Effective written and verbal skills;
- Ability to supervise multiple projects simultaneously;
- Computer knowledge with proficiency in MS Word, Excel, Web Based Bus Routes, e-mail and the internet;
- Mechanical training would be an asset;
- Valid Nova Scotia driver’s license.

Accountabilities
The Coordinator of Student Transportation is responsible to:
- Directly supervise bus drivers and mechanics including tracking performance, qualifications, performing annual evaluations;
- Comply with Nova Scotia Utility and Review Board, Registry of Motor Vehicles, Pre-trip Regulations, Regional policies and the National Safety Code;
- Ensure all drivers are in-serviced and certified (according to all regulations) in defensive driving/professional driver improvement, safe driving, First Aid/CPR, OH&S and WHMIS;
- Ensure that all bus drivers are in-serviced and trained in accordance with the Regional Centre’s policies; the regulations of regulatory agencies including the Education Act as well as necessary regulation updates regarding safe driving;
- Maintain files for bus drivers, licenses, abstracts, and renewal dates;
- Organize safe and efficient bus routes for the Regional Centre in compliance with regulatory agencies;
- Ensure the Regional Centre has an adequate supply of qualified bus drivers as substitutes;
- Develop a database to analyze student locations, names, school, grade, and bus stops;
- Arrange transportation for special needs students including negotiating private conveyors;
- Converse professionally with school principals on school bus discipline and assists bus drivers with student control;
- Establish and maintains bus cleaning standards;
- Ensure school bus evacuations are practiced;
- Investigate reports of school bus incidents including accidents, speeding, red light incidents;
- Investigate bus incidents, up to and including assaults;
- Investigate and solve complaints from parents, students, the public, and staff;
- Maintain school bus garage URB Inspection reports and ensures all reported deficiencies are corrected within time limits specified;
- Maintain bus garage mechanical maintenance, computer systems, and implements any new computer systems;
- Provide access to technical and mechanical advice and opportunities for in-servicing to all Bus Mechanics;
- Ensure all buses are registered, licensed, and insured in accordance with all regulations governing a public school transportation system;
- Ensure all warranty work is tracked and completed;
- Monitor weather as it relates to school cancellations by contacting the appropriate agencies on road conditions and weather in order to advise the Regional Executive Director on possible closure;
- Prepare transportation budget and is accountable for expenditures in the department;
- Develop implementation plans to increase control procedures and efficiencies within these departments. This includes managing inventory systems, fuel dispensing and productivity analysis as it relates to employees and procedures;
- Recommend assignment of new buses and deletion of surplus buses;
- Maintain bus mobile radio communication system;
- Analyze fuel dispensing system and implements and monitors controls over dispensing fuel and recording its allocation;
The Coordinator of Student Transportation is responsible for:
- Bus parts tender;
- School bus undercoating program;
- Knowledge of the Regulations under the Education Act as it relates to Transportation;
- Other related duties as assigned.
The salary for this role is Band 12 as outlined within the terms and conditions of employment in accordance with the Education Entities Non-Union Compensation Framework. For additional details, the framework can be found here.
