The Tri-County Regional Centre for Education (TCRCE) encompasses the three (3) Counties of Shelburne, Yarmouth, and Digby serving approximately 6100 students in twenty-two (22) schools, composed of 13 Elementary Schools, 6 High Schools, 1 Middle School, and 2 Elementary/High Schools.

Property Services Position

 

        Position:               Building Specialist

       Reports to:            Coordinator of Property Services

 

The Building Specialist will oversee and perform the day-to-day cleaning and general maintenance of the school building and its grounds. They will also perform a variety of skilled and semi-skilled tasks required for the installation, operation, repair, preventive maintenance, upgrading and renovations of facility equipment and operating systems such as Heating Ventilation and Air Conditioning (HVAC) and Energy Management Controls (EMCS) Systems.

 

Qualifications 

  • The Successful candidate should have completed the following courses;
  1. BES700 - Building System; Practical Overview
  2. BES701 - Heating
  3. BES703 - Air Handling
  4. BES705 - Controls
  5. BES706 – Water Treatment
    • The Candidate with the most courses in the BES program indicated above shall be the successful candidate.
  • Thorough knowledge of effective cleaning and building maintenance practices;
  • Experience supervising staff in a unionized environment;
  • Experience operating pneumatic or computerized HVAC controls;
  • Completion of WHMIS and First Aid, or willingness to obtain upon hire;
  • Ability to lift up to 50 lbs;
  • Ability to work collaboratively with other trades, custodial staff and school administration;

Accountabilities 

  • Clean, on a daily or as scheduled basis, all assigned areas of the school and perform minor maintenance in accordance with established practices and standards;

 

  • Perform a broad range of operational building control and maintenance services of the physical plant within the Centre for Education in accordance with established practices and standards;

 

  • Oversee the janitorial staff on day-to-day cleaning and general maintenance of the school building(s) and grounds in accordance with the established practices;

 

  • Perform routine inspections and maintenance of building system;

 

  • Maintain records with respect to systems, condition of the school equipment and grounds;

 

  • Report any breakdowns, accidents, damage or vandalism to the appropriate Supervisor;

 

  • Order and maintain adequate cleaning supplies for the school and control the inventory and the use of these supplies within the school;

 

  • Perform snow and ice control duties;

 

  • Secure all doors and windows whenever the building is vacated and activate security system if last person to vacate building;

 

  • Perform minor maintenance task such as, but not limited to, installing window blinds, draperies, maps, replacing lights bulbs, “touch up” painting, minor repairs to windows, walls, doors, locks, furniture, installing window screens, mowing grass etc.;

 

  • Check for repairs required to infrastructure and report maintenance requirements;

 

  • Coordinate physical requirements for school rentals, dances, tournaments, and other activities;

 

  • Set-up furnishings as required;

 

  • Assist in “after-hours” emergencies (evenings, weekend and holiday coverage), and be available for weekend coverage as required by the Centre for Education;

 

  • Responsible for the installation, maintenance, trouble-shooting, testing, calibrating, commissioning and repair of plant components, including but not limited to building controls systems (BCS), energy management control system, central monitoring stations, control programming, control panels, heat pumps, actuators, pneumatic and DDC sensors, damper and motors, IT cable, pressure reducing valves, supply and exhaust ventilation measurements, compressors, humidification equipment, heating plant alarm system, pumps, filters, security systems, fire alarm systems along with HVAC machinery, plant and utility systems (portable and non-portable water systems);

 

  • Assist with programing BAS systems to ensure efficient operation of building systems;

 

  • Assist in the planning and coordination of building or capital improvement projects. Determines material quantities and potential work time for proposed upgrades, installations, repairs and projects to ensure accurate estimating of cost and schedule;

 

  • Provide emergency response and corrective action for urgent building problems;

 

  • Ensure that all work is done according to standard practices, design specifications and provincial and local building codes;

 

  • Provide technical guidance and advice to skilled trades in operation of building systems;

 

  • Provide response and corrective actions for urgent building operational items, indoor air quality, thermal comfort parameters and environmental issues;

 

  • Maintain appropriate records including recording equipment repair history, work orders, test reports and other related data;

 

  • Ensure sufficient material, correct replacement parts and suppliers. Initiate ordering of supplies and replacement parts through the Supervisor of Trades and Regulations;

 

  • Make recommendations and determine quantities and potential work time for proposed upgrades, installations, repairs and projects which assist with proper costing;

 

  • Liaise with other consultants, contractors, inspectors, suppliers and other department on maintenance and project work;

 

  • Complete and document work orders prior to submission to supervisor;

 

  • Provide written reports on any inspections and/or test and make recommendations to improve performance;

 

  • Perform duties in compliance with school operations, Department and Centre for Education policies and procedures including occupational health, safety, attendance, work routines, WHMIS and evacuation plans and the laws of the Province of Nova Scotia;

 

  • Ensure fire safety program is being implemented by performing required inspections and documenting each inspection in the maintenance log book;

 

  • Other related duties as assigned
