The Strait Regional (0052) invites applications from qualified candidates for the posted vacancy. As part of the public education system in Nova Scotia, the Strait Regional Centre for Education (SRCE) was established on April 1, 2018, to deliver the public school program focusing on supporting student learning, achievement, well-being and overall success.  The Strait Regional Centre for Education, with the support of approximately 1,050 employees, works diligently to achieve its mission “to empower our children and youth, within safe, equitable and inclusive environments to embrace a changing world as responsible, contributing and successful lifelong learners.”  In 2024-2025, the SRCE operates 20 schools with approximately 5,981 students; and approximately 345 children are attending pre-primary programs at 14 school locations.  Located in the northeastern part of Nova Scotia, the Strait Regional Centre for Education’s jurisdiction encompasses the counties of Antigonish, Guysborough, Inverness and Richmond, an area of approximately 11,000 square kilometres with a population of 53,742 (Census 2021).

 

Salary for this postion falls under the Non Union Compensation Framework.  Based on the August 2024 data, the position is rated at a Band 12 and salary range is $105,065.00 to $131,331.00 annually.  Placement on the scale is based on relevant education and experience.

Work Schedule: 7 hours/day

Reporting to the Strait Regional Centre for Education (SRCE) Director of Operations, the Manager of Transportation is responsible for the  direct oversight of all functions pertaining to the operation and maintenance of the SRCE transportation department, including personnel, equipment and fleet vehicles. The primary goal of the position is the safe, efficient and economical transportation of students between home and school on a regular schedule and between other destinations within or outside of SRCE boundaries for school events. The successful candidate requires exceptional problem solving and interpersonal skills. In addition, the candidate will be required to acquire knowledge of transportation operations and interpret and apply policies and procedures.

 

Responsibilities:

 

  • To supervise the day-to-day activities of staff engaged in school bus routing, dispatching, driving and maintenance of the SRCE school bus and maintenance fleet;
  • To monitor compliance with directives of regulatory agencies, provincial regulations and centre for education policy by all staff under their supervision;
  • To manage a computerized bus routing program (BusPlanner), including the co-ordination of information from schools, bus drivers and parents;
  • To communicate provincial and SRCE policies, programs and procedures to transportation personnel;
  • To communicate with the public, EECD, Motor Carrier branch of the Nova Scotia Utility and Review Board with respect to student transportation issues;
  • To carry out ongoing performance evaluation of full and part-time transportation staff engaged in routing, dispatching, driving and maintenance in accordance with SRCE policies and procedures and the directives of regulatory agencies;
  • To recruit, train, supervise, and evaluate transportation personnel and make recommendations related to employment and termination. This includes administering the CUPE Collective Agreement and other aspects of labour relations and human resources management, including administering discipline and hiring processes, as required;
  • To establish bus routes, school bus turn sites and school bus stops;
  • To supervise the provision of transportation services to support extra curricular travel;
  • To coordinate and carry out instruction and testing for the SRCE’s student transportation driver training program;
  • Recommend procurement of additional and/or replacement school buses and other fleet vehicles and disposal of old units;
  • Work with the SRCE finance department to efficiently approve transactions and track and monitor department expenditures;
  • Evaluate all elements of the student transportation program on a continuing basis;
  • Work with school administration, bus drivers, students, and parents regarding discipline or other issues;
  • Evaluate safety of road conditions during inclement weather and work collaboratively with the Director of Operations and Regional Executive Director to make recommendations for school delays and/or closures;
  • To undertake other such duties and responsibilities as assigned by the Director of Operations.

 

Qualifications:

  • Diploma or bachelors degree in business administration with a concentration in management, supply chain management, automotive technology or equivalent background and experience;
  • Red seal trade certification as a truck and transport mechanic or automotive service technician would be considered an asset; 
  • Valid Class 5 Nova Scotia Driver’s license with a willingness to obtain a class 2B license; 
  • Five (5) years experience in school bus transportation, and/or vehicle operational maintenance;
  • Proficient in the use of Microsoft Office 365;
  • Knowledge of BusPlanner, Dossier, and GeoTab would be considered an asset.
